If I see some of the smallest countries in the world like Kuwait, they have more provinces than Pakistan. Kuwait’s population is about 2.3 million and the total land area of 17,818 square kilometers. It simply means if Kuwait would be the country like Pakistan in size and population so it can have 65 provinces.

There are two approaches that are prevailing regarding Provinces in Pakistan. One is provincial autonomy and other is establishment of new provinces. If you see the both, they need to be expedite in term of implementation as early as possible to strengthen country’s administrative structure and cultivating competitive environment among provinces or people. There is no hindrance in this from public perception or if it is there so we need to sort it out. The problems are among the POLITICAL PARTIES in the country and so called politicians. They want to make this country a zoo of 170 million animals. They want this country to develop as a farm field for their children who are not capable to become assistant manager of the company even but seeing the dreams of leading this country. Majority of the members of the parliament are duffer enough to understand the concept of Provincial management and town planning. They are our national mistake that is hurting us internationally.

Whenever there is the question arises of provincial autonomy or new provinces, politicians confused the nation by OBJECTIVE RESOLUTION, Constitution of 1973, bla bla…. Some time I feel all these are the tools of making the nation fool. Who cares the constitution of 1973? Who cares the principles of corrupt leaders? Who cares what Objective resolution is? Who cares these 300 plus nonsense in national assembly? The only thing to care is the nation or people of the country who are not happy. They need good governance. They need quality of life. They need freedom. They want to see the country freest in the world. Please stop your false claims of following the politicians who have been ruling us for last 60 plus years. If we need to follow some one, it will be Prophet Muhammad (S.A.W.) in faith, way of life and revolution, Caliph Omer in administration, Muhammad Ali Jinnah in honesty and commitment to the nation. We have seen every one from Ghulam Mohammad to Perviaz Musharaf. No one has been sincere enough except some good tactics that they applied occasionally.  

Our constitution is not the perfect one. It says the president can not be accounted for imprisonment or trial while he is a sitting president. What is that so? Who made this nonsense act? Are these 300 plus people in the assembly are our god. Why we always have to bear the cost of their blunders? Where is Islamic council in the country? It is their responsibility to tell the legislature and courts that this is non Islamic. The president of the country is an ordinary citizen when he commits a crime. We need justice to prevail. Justice is the key to good administration.

If you observe the size and population of the city of Karachi, it is more than many countries in the world. Karachi needs to be the province. It needs to be firm in administration and control. The city is well governed by the local popular MQM. They need to raise the voice in an assembly. We all need to make our politicians understand that the new provinces are the requirement of the time. If they can not understand it easily so we need to hire some town planning consultants from the world. They probably can coach them to understand the concept. 

Regarding provincial autonomy, Pakistan can never be so progressive in federation. We need to revamp our structure. We need to come up in the summation of states. We are not the same country that got independence in 1947. We have left the ideology of Islam and concept on which we made this country, so readjust our model also. We need to work on the clusters with in this country. We need to observe differences in cultures, economy, and sentiments with in various regions in Pakistan. If we need to become economic power, if we need to have great military and if we want Pakistan to become a successful country, so every one in Pakistan need to work hardest and in competition. All the provinces need to have their business policy. They need to have their international marketing wings. They need to have their governments who have all the decision making powers. 

In this regard, Pakistan has to be converted in to summation of states in federal pool. It will not be a federation who distributes resources but the provinces that pumps the resources to federation on flat head count rate i.e. standard rate for all provinces. Then it will be the responsibility of the federation to foster the weak provinces. If Japan have became Japan with out having natural resources. Why not the areas of Pakistan those are little way down in resources. They need to work their brains to strategies. This will be also the solution of Class system in Pakistan also. Once the country will be structured in autonomous administrative divisions so the people of each part need to be highly efficient to make their part progressive and prosper. They will never give the way to their landlords and upper class people to lead them to backwardness. 

It is all about the concepts and efforts of liberal minds. Our politicians can termed it as DISTRIBUTION but we say it STRUCTURING. The structuring well needed for the well being of our next generations. My generation in this country is not interested in any document of history or resolution. We simply want progress; we simply want respect in the world. We simply want our federation to control Defense and Foreign policy. The finance must be controlled by provinces or even the lower cluster like district. This is the best approach to the solutions on the spot for common man. We don’t want to live in the big provinces but the provinces that can create big impacts in business, finance and culture not only with in Pakistan but across the world. 

In my view Pakistan need to structure in following provinces:

1. Southern Sindh (Costal Sindh and attached areas)
2. Central Sindh (Hyderabad and attached areas)
3. Northern Sindh (borders areas to Punjab) 
4. Southern Punjab (Bahawalpur and attached areas)
5. Central Punjab (Multan and attached areas)
6. Northern Punjab (Lahore and attached areas)
7. Pakhtunkwa (current N.W.F.P.)
8. Tribal Province (current FATA and attached parts of current N.W.F.P.)  
9. Upper Balochistan (attached areas with Sindh Punjab and NW.F.P borders)
10. Central Balochistan (Quewta and attached areas)
11. Costal Balochistan (Gawadar, Gidani, Ormara etc.)                 

These 11 provinces are the need of today and if the country will progress more, so there will be no limit. The cause is not more than best provincial management, town planning and well being of the people of this country. The greatest we structure the greatest we excel. Pakistan will live forever but we need to make it the most outstanding living place in the world. National media has to come up with frequent debates on the issue. If they can do it so with in next 10 years we can achieve this objective. 

Today our rulers are begging across the globe, merely because we are unable to manage this great resourceful country. If we could be able to restructure and manage our country so there is no harm in saying; countries of the world will see towards us for financial help. This is the start of Provincial autonomy and new provinces debate on BIZOMER. I will try my best to come up with more detailed management models for new provinces in Pakistan.
